Dubai has introduced a sweeping new public health law that mandates travelers entering the emirate to comply with strict health protocols aimed at curbing the spread of communicable diseases.
Under Law No. (5) of 2025, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the emirate sets a clear direction toward strengthening disease prevention and aligning health measures with global standards. The law outlines specific responsibilities for individuals, including travelers, and reinforces the role of government agencies in protecting public health and the environment.
Travelers must now follow health guidelines at Dubai’s entry points, provide truthful medical information, and immediately report any signs of communicable disease. In cases of illness, they are also required to follow approved hygiene practices such as wearing face masks and maintaining physical distance, as directed by authorities.
People infected with, or suspected of carrying, a communicable disease are strictly prohibited from traveling or moving freely unless heading to a healthcare facility with prior approval from the Dubai Health Authority. The law also criminalizes concealment of infections and failure to comply with health directives.
Beyond individual conduct, the law creates a wider framework that unites the efforts of the Dubai Health Authority, Dubai Municipality, and the Dubai Environment and Climate Change Authority. It emphasizes education, coordination, and preventive strategies to ensure a healthier community.
The law takes effect 90 days after its publication in the Official Gazette and will override any conflicting previous legislation.
