A new decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has granted Emirati government employees up to 10 working days of fully paid leave to mark their marriage.
The newly approved Decree No. (31) of 2025 covers Emirati nationals working in Dubai government departments, judicial bodies, free zones including Dubai International Financial Centre, and military units — excluding cadets.
To qualify, the employee’s spouse must also be a UAE citizen, and the marriage contract must be dated after December 31, 2024. The contract must be officially attested by a recognized UAE authority, and the employee must have completed their probation period.
The decree also allows employees to combine their marriage leave with other leave entitlements, such as annual or special leave. They may take the 10-day leave either consecutively or in separate intervals within one year from the date of their marriage contract. If necessary, with valid justification and approval from a direct supervisor, the leave can be carried over to the following year.
Importantly, the decree ensures that employees receive their full gross salary during this leave — inclusive of all allowances and financial benefits tied to their role.
Government entities are barred from recalling employees during their marriage leave, except in cases where military duties require it. If recalled, the unused portion of leave can be resumed once the employee returns.
