Ignacio defends P1.4-B land deal, insists project followed legal process and benefited OFWs

Former Overseas Workers Welfare Administration (OWWA) head Arnell Ignacio has pushed back against claims that the P1.4 billion land acquisition under his term was irregular, saying the project underwent thorough review and followed all legal procedures.

Speaking to the media on May 23, Ignacio said the property purchase was not only lawful but aimed at directly benefiting overseas Filipino workers. The land, a 6,499-square-meter lot near Ninoy Aquino International Airport Terminal 1, was intended to be developed into a halfway house for OFWs.

“This was submitted to the board and thoroughly reviewed by a technical working group created by Secretary Hans Cacdac. No steps were skipped,” he said. Ignacio emphasized that all requirements were met, including compliance with Republic Act 10752 on right-of-way acquisition. “That’s why I was shocked it was labeled as an anomalous deal.”

The former OWWA chief also addressed personal attacks, rejecting accusations that he profited from the transaction. “I didn’t earn anything from this. Where are these allegations coming from? A piece of unsigned paper?” he asked. He also criticized inconsistent reports on the alleged amount involved.

According to Ignacio, the Land Bank of the Philippines appraised the land, and the agency paid the exact value. He added that the project also received clearance from the Civil Aviation Authority of the Philippines.

“Why would we hide a transaction this beneficial?” he said.

To overseas workers, Ignacio had a direct message: “I didn’t betray you. I did this out of love for you.”

Despite his defense, Ignacio and OWWA deputy director Emma Sinclair were removed from their posts on May 21, as confirmed by Presidential Communications Undersecretary Claire Castro. Ignacio has been succeeded by Migrant Workers Undersecretary Patricia Yvonne Caunan. Secretary Cacdac earlier said they are still seeking further details on the matter.
